No, that works fine. This is what happens when you don't investigate your suppliers sufficiently.

Or, if they did investigate him to the extent mandated, it may have just been a case of being one of those things that was going to happen anyway. Sometimes bad people do bad things, and sometimes they do them well.

tender dept (assumed the navy has one) doesnt declassify such reports ... even on private companies, they dont reveal their modus operandi to just "anyone"

it's not always the lowest bidder gets the job, only if both of them offering the similar product/service ... results are also include as well as intangible factors such as reliability, and possibility favoritism (office politics, friends, relatives). sometimes, even "rewards" like commissions ... so basically we'll never know the whole picture
