Not sure what's going on. Have you searched for other threads with issues on the GTX 295 water blocks causing problems? I recall seeing issues with various water blocks / GPUs where shorting (as James said) can occur. Possibly something as simple as over tightening.
If you have another video card, try that in your system to make sure everything else is working. While it's a pain, one thing to do is replace your stock heat sink on the card and see if it works then. That at least narrows it down to the water block.
Anything else you can tells us? Is it possible you ran the computer without the pump circulating? This can overheat the GPU (I know - I did this once ).
I know it's frustrating, but hope you solve your problem and get everything going to your satisfaction.
Other than checking the obvious things with the waterblock on, the only way to tell if you bricked it would be to install the original heatsink back on and see if it works that way.

HAHA had that happen to me before as well on another card and found the block shorting against something on the card (tightened too far down). I changed out my thermal tape for thicker stuff and it went away. Just keep playing with it and hope you don't go blind! It can be frustrating but you will get it. Every damn build there is something like this happening. You get right to the end, take a deep breath, flick the switch and hope for the best! It's usually something small too.

I wouldn't give up. Just like everything in life, if it's easy everyone will do it. Water cooling is not hard, but it isn't always plug and play. Try remounting the water block on the card, you may have simply tightened it too tight, it just needs to be hand tight. Also, make sure your thermal pads are making contact where they are supposed to, you should see them flatten at the contact points.
Yeah, don't give up. Obviously the block is not making proper contact. It's shorting something, or not cooling something. Check EVERYTHING. Make sure it's not hitting anything. Check for any "burnt" areas which could be caused by shorting. Check to make sure the thermal tape lines up.
Giving up is not the right choice.

I know how frustrating it is when stuff doesn't work, so only you can make the decision if quitting (or maybe postponing?) water cooling is the right thing for you.
I am still confused as to whether you have removed the water block and replaced the stock heatsink on the card? If so, what happene?
This is worth the effort because if it still doesn't work, you can possibly RMA the card and get a replacement. I'm not suggesting you scam the vendor - I had a similar issue with a Sapphire Radeon 4870X2. I told them I water cooled it - was told just to replace the stock heatsink and they would RMA it. I've since received a replacement that I can torture all over again
i wasted so much water and thermal paste its ridiculous im tired of trying so damn hard
As others have said, please don't give up, you will get such an amazing feeling of accomplishment when you get it all working!
However, what thermal paste did you use and how much? Using too much is worse than not using enough, also some pastes, like AS5 should not be used as they contain metal and can be conductive.
If your card still doesn't work with the stock heatsinks you should be able to RMA it, then when you get your replacement card, check it works before you put the WC block on it
