Overclocking setup

Me and some friends will setup a overclocking setup as a project work in school.
So what socket/mobo/cpu should we use if we want as high numbers as possible??
We will use dry-ice at the beginning and then maybe liquid nitrogen, so no cpus with coldbugs pls...
Is there any chance to get a 3800+ at 2.4ghz somewhere near 4ghz?
