ASrock Dual series 1695 problem

I built a new rig using some of the spare parts my buddy had. All I did was buy this board and he gave me a sandy 3700 and a gig of geil one s. I changed the timings of the ram to 2-2-2-5 1t and no cpu overclocking. The problem I have is when I tried to go onto any other site besides my homepage my rig will restart on its own. I was able to game and do offline work fine. I have an old version of Everest and I went to the mobo section and clicked on the link to the mobo site and downloded the manual. Now whenever I try to open the flipin file under my documents, the computer restarts again. I have the updated bios on a floppy, which I believe is 2.6 but I'm unfamiliar on how to flash them. I really need your help guys.
