A program to lower VID which will lower core voltages is a future work in progress. You could try RMClock which has the ability to lower core voltages on some boards. The C-States tool will let your CPU go into some of the lower power states.
This would be great since RMClock doesn't support half multipliers and it would nice to have undervolting capabilities on my laptop with a 2.53 Penryn without suffering a small underclock as well.
