I think this board might be defective and I may need to RMA it.
Some people experience different overclock capabilities when changing memory slots. I've observed this myself with some boards, from different manufacturers and chipsets.

With the P35 so far I wasn't able to test this because I'm not overclocking it yet until I get my PSU issues sorted out.
