Just slap another card in and the ATI program will still see the ATI Card and just flash it back to the OEM BIOS?

hmmm so it looks like this does nothing more than flash stock clocks. Voltage is the same etc. Run some benches and compare them to your last score and see if they are same/higher/lower.

I am testing to see if overclocks are any better with the new BIOS. As it looks so far though I get 10MHz more on my core without having to screw with ATI CCC is all.
One thing I am wondering if you could check. IF you didn't overclock using ATI Tool on the stock bios running the 3D view/check for artifacts did NOT bump the speeds to 3D clocks but still at at 2D even if you set CCC overdrive to kick into higher 3D clocks when running in 3D. Check to see if running 3D view/scan for artifacts kicks up the new higher 3D clocks or not.
As well is it 700/800 exactly or 689/792 actual like when set in overdrive?

Now why would an voltage increase in bios really be needed, when
ATI tool beta 9/10 are working correct.

That's all this is, and if for some odd reason it doesn't work, slap a PCI card in there and flash it back, same as any other bad video flash.

I am one of them. I can do 675-682 np. Higher than that and I get 3d01 crashing to desktop.

Would someone with a PE flashed BIOS clock there card down to XT stock clocks and then compare them to that of the originals this way we can see if there are any optimized in any way over the XT BIOS.

Well looking at the above screen shot it proves they are not using 1.1 ram. The highest selectable memory speed is still only 800 meaning you cannot go higher from CCC but only from third party software. The core has more headroom however.
Anyone else going to flash this?

I was stable up to 720 on core with no added voltage.
Here is a screen of 3DMark05 with my CPU @ 2.7GHz and the x1800XT 720/800 and I broke 10K!!!
