Would using 2 39dB fans on a rad be loud?

the fans are 2400rpm and blow 69.15cfm's. I'm getting them because they're 4 led fans and would look cool in my case. Should I get higher performing fans? I can get quieter better flowing fans but would be just black, and i'd like to keep my case looking good. Will the fans i'm choosing give me good performance for overclocking? The fan i'm using now on my slk-800 is rated at 44dBs and I find it kinda loud. Would using one fan be good still? Or just get the quieter ones? Panaflo mediums are rated at 86.5cfm and 35.5dBs. If the led fans will be good I would rather get them. I'm going with blue fans and green UV dye for the water (or do you think I should go vise-sersa?). Heres a pic of the case so you have an idea of what I'm going for here. The green fan in the lower right is going in the PSU soon so both the fans are the same in there. I plan on putting my radiator down in that corner so I'll have some kind of light down there.

Id' personally go for the vantec, that way the fan speed with increase with the temperature.

Most people don't like these fans, but i erpsonally prefer them.

Well, if you were going for those, i'd recoment getting a Zalman FanMate or jsut 7ving the fans that way there are quiter and give just about as good performance.
