Question Free Replacement for Paintshop Pro?

While I use and love Photoshop, for years (and I mean YEARS) I've used Paintshop Pro to quickly open JPGs and perform resizes, saves, etc.

Given it's a good decade or so old, I was curious if there was another easy to use program like PSP which quickly loads up images and allows resizing, etc.

Photoshop just takes to long to load for such trivial tasks.

    Thanks!
