I can run as High as 204 with the Radeon as far as completeing 3D. I can do 210 into windows but no 3D. And there are no artifacts. The reason I run 3D at 198 is that my card with a v-mod will do 500mhz at 198. The minute I go higher the card v-mod won't work so I can only do 450 without it. It's a strange problem or I'd be running 3D at 200 if the voltage mod would work and that would be some high scores
Have you tried booting 198, then using SetFSB to see if you can go higher and still use the v-mod?
    Current Setup
    Celeron 2.4 @ 2.88 on Gigabyte 8IPE1000 Pro 2, 2x 256MB PC3200 DDR, 32MB Geforce 2 GTS

Oh and damn fine job, sir.
The only way to have real success in science ... is to describe the evidence very carefully without regard to the way you feel it should be. If you have a theory, you must try to explain what's good about it and what's bad about it equally. In science you learn a kind of standard integrity and honesty.

Yea I tryed that, didn't help, 198 was the limit with the Card v-mod.
