For me it looks normal. 3.8 on air is quite good....

Up to 1.7V is safe for sure, so dont be scare till that(1.7V w/ all fluctuation toke in consideration. 1.7V in BIOS is safe...)

Maybe it's the cpu, or maybe your memory.
Last year, I bought 2*256MB from that ADATA memory, and it was the biggest pile of crap I bought in years.
About 220FSB with slowest timings was the max I could reach, and it wouldn't boot with either 5:4 or 3:2 settings at that speed.
Maybe you could try other sticks.

Yeah it looks on the memory, cause when i try it on 225 blue death and it writes somethin like the memory failed. I am almost sure its not the processor, cause i tryed 1.7V and its the same.

If you tried 5:4 and 3:2 also, its not the memory...

i think i can have it on 235, cause it looks stable at 223 on default and the tempereture looks good. I am gonna buy AS5 soon so it ll be better.

I don't think that the RAM is the problem here. My A-DATA Vitesta DDR500 2x256MB is able to hit 255 1:1 @ 2,5/3/4/5 @ 2,85V. Maybe it can do more but right now I dont have time to make the vdrop mod on my mobo and my CPU is stable until 3830 @ default voltage. My mobo undervolts from 1,5 in BIOS to 1,46 in Windows under LOAD and 1,55 in Windows at IDLE.

I think that the CPU reached its limit with this type of cooling and voltage.
