my asus tuf 3090 oc fan speed at idle is 53% it only gets to 70 c in gaming at about 70% fan speed but idles at about 45c with 53%

It's fine, fans are tough unless one is already defective and going out on it's own, then it might be a small problem, though most easily fixable. No GPU or Vram harm will occur.
