Looking for someone in SoCal with Phase Change experience

At the title says, I am looking for someone in SoCal who has experience building phase change units.

This is not for a PC, but rather I am looking for someone to help me converting a window or portable AC unit into a phase change unit with the evaporator coil being coiled copper similar to this: http://www.coppertubecoils.com/

I am looking to cool down the incoming air temps for an automotive forced induction application.

I will pay, not looking for anything for free.

I like that copper tube coils can make to exact print specifications.

If you get the parts together you can call a local ac guy who can "re attach the evaporator coil to the condensing unit" and it should be a flat rate charge without having to try and explain what it is or get hit with extra charges.
