SLI issues with two 980 GTX any help appreciated

I have Two sli 980 GTX SC both cards seem to work separately with ok frame rates but when in SLI frame rates drop 50%. Tried new drivers with clean install. Cant think of anything else. I have made sure the SLI bridge in on correctly. I have enabled SLI in driver. Tried different games with same resultants. Frame rates about 39 to 40. With out SLI I get 40 to 50. Both cards show in driver. What gives? Am I missing something?? Have not used SLI in a long time.
Also my system: I have an intel I7-3770 at 4634 Mhz 16 gigs of ram a very cool case and lots of power. Asus z77 board. Any help would be appreciated.

    Signed, Very disappointed.

what games are you playing ? not all games have an SLI profile.
for example Batman AK, is awful on SLI.

First thing I did when having this issue was to do a clean install of the latest driver.
This is I need to know if the card is at fault and not something I have missed. If its the card I can try to get back my doe. But I want to prove its the card first. Ebay deal.
I have been mainly working with The Division as I have seen 980 GTX SLI doing 80 to 90 FPS in that game. I am getting about 30 in SLI and 55 to 60 FPS single.

    I am using windows 10.
I have tested both in sli with the division benchmark. Then I tested both cards one at a time with the same benchmark. SLI is getting about 20 FPS and the cpu use is ver low so not bottle neck there.
Tested each card and they seem to do well. Im at a loss. Can one of the cards be damaged just so the SLI will not work and yet single they run well?? Don't seem likely to me.
Card one Bench: Ave. FPS =50.3
    Typical FPS=50.08
    average CPU 37%

    Card two: Ave. FPS=60
    Typical FPS=60.4
    Cpu=40%

    SLI; Ave. FPS=19.7
    Typical FPS= 20.0
    CPU= 29%

    WTF any help?

Same with others I have tried but SLI should do good with the division That is one reason I am focusing on it.

Run 3DMark Time Spy for a comparison. Reading a lil' at Steam and GForce, seems there are (were?) a good many having sli probs with The Division.

I ran each card with 3dmark time spy results as follows.

    card 1
    Graphics score 3911
    test 1 25.61
    test 2 22.34
    CPU 4590 15.42 FPS

    Card 2
    Graphics score 4366
    test 1 28.64
    test 2 24.89
    CPU 4564 15.34 FPS

    SLI
test would not run. Showed error with no message. Tried tree times

On the division CPU showed only 30% usage so I dont think its a CPU bottleneck. I will post more of those benchmarks next.

    Thanks!

I did not notice anything strange here while looking at both cards in single mode.
I did look strange to me that in SLI both the GPU cores were not working at the same Mhz. Like I say I am not used to SLI but seem they should be closer in Mhz.

    This is card one single.

    This is card two single.

This is card one in sli mode.

This is card two in sli mode.

The info over the image was PrecisionX 16

Again thanks for looking and the happy B-day

What I was hoping to see was the "Graphics Card" shot of GPUZ, not the "Sensors"...wanted to see if identical cards and what bios on each
