Sure they can be used like that. His CPU and GPU block just run in parallel. The blocks have a similar pressure drop so this shouldn't be an issue w/ just one GPU. Do not do this if you are using two or more GPUs though. Flow rate through the CPU will become extremely low. Makes bleed nearly impossible.
So at the input of the GPU block, it's essentially splitting the water pressure into GPU-destined and CPU-destined cooling?

Yes. About half of the water will go the one route while the other half goes through the other block. Flow rate though the blocks will be significantly lower.
