What I want:
new PC with better performance in Adobe Lightroom 5. Now I've lags even while sliding RAWs (24.6 Mpixel) made by Sony α850. I read some articles about Lightroom optimization, but it didn't help so much.
I'm not a gamer and I'm not going to set OC WRs or run benchmarks, so there's no need for me to get high-end GPU or RAM with high o/clocking potential. Stable work on CPU frequency that Thermalright True Spirit can provide is enough for me.
So, below is the list of new parts I want to get for upgrade:

Storage, sound card and PSU will be the same. I tried to pick up parts which as I suppose are the best for $$$. Plus, currently there're not so many Z87 motherboards at the market here, so Z87-G45 seems to be pretty reasonable choice. I'm not sure about the memory and GPU but like I said before these components don't have to be high-end products. I also chose Plextor M5S because of lots of good reviews about it. If there's something better for the same price please let me know.
Will 16Gb of RAM increase performance in Lightroom? If yes, then which kit is more preferable: 4x4 or 2x8?
