I build a computer for a freind.

A nice machine, But I made the mistake of buying a Gigabyte Card, the card has no voltage settings, is a lame ass locked reversion 2.1
Setup:
Windows 7 x64
I5-4670K
8Gb G.skill trident 2400 Mhz mem.
Asrock Z87M Extreme4.
Samsung 840 EVO MZ-7TE250 250 GB
Corsair HX650

I have an issue where the graphic cards just stays in 2D or lowpower mode.
It only runs the GPU at 500 Mhz, and the Memory at 150 Mhz - Read in Afterburner.

GPU-Z can read what Mhz the card is running, But the sensor page will just show 0 Mhz.

AMD Overdrive disappears from the driver settings, when the problem is there.

Now this happens in 3Dmark11 and BF4.

I did at one point tried to overclock the gfx card with MSI afterburner, but that didn't work very well.
I tried reinstalling/uninstalling the Driver, went up to the lastet 13.11 Beta If I remember correctly.
I made the problem go away yesterday, and he picks up the computer. Same problem again today....

ARGGGGGGGGGG....

Any suggestions as what this might be ?
I dont belive the gfx has any hardware related problems, because the Gfx ran Perfect in my desktop Machine.
