That wretched Unity disaster is why I never moved my kids' desktops on from Ubuntu 10.04 until the last few days when I installed Mint 15 XFCE on them.
XFCE is a little different to KDE or anything Gnome based (I don't like what Gnome has become either) but it's also much lighter on system resources than either. There's lighter still of course, but the leaner you go the less friendly they got.

I will say I had some problems with AMD's CCC graphics until I figured out that I needed to uninstall the base install graphics before installing AMD CCC. The cumbersome workaround that I used until I figured this out was switching to a classic GNOME shell.

The only AMD graphics I have running is my netbook with Mint 13 XFCE. No trouble at all. My desktop has a GPU on chip but I use a PCI-e 8600GT card because it supports my dual monitor setup better, or at least it did when I built it. Things can change fast.

Can I assume there is no difference between Mint and Ubuntu at the command line? Differences all GUI?

Well I've only used Mint for 9 months. However, in that 9 months, everything that I can remember gleaning from Ubuntu forums or recommended by people who use Ubuntu has worked in Mint as far as command line stuff goes.

Yes. Mint (except LMDE, Linux Mint Debian Edition) is based on Ubuntu for the time being. It's basically Ubuntu with a sane user interface and a better attitude. There is no functional difference at the command line.
