I wish to build a relatively budget gaming pc with an investment of no more than 1000euros (only for tower and contents).

As I haven't been following much the latest evolution I was wondering whether an expert could suggest parts and platform (is AMD/Intel better? I see Ryzen CPUs can be remarkable for lower budget builds).

Forget that rx 570 this is much much better than that for only 15 bucks more

The B series with a good vrm is even better for your budget and a 6 core. We will see what ryzen 3xxx series needs, but there are lots of goodish 6 phase vrm boards on the b series chipset. The X gets you sli, but why would you ever want that.

a) there is no difference in CPU supply circuits between Asus Prime PRO X370 and X470, you will get only StoreMI and a little bump in DDR4 frequency with X470;
b) the differences between 8 cores 1800X/1700X/1700 on X370 boards, are not visible anymore with the Ryzen 2700X/2700, due to lower latencies, 2700X works 4,2GH all cores and 2700 works 4,1GH all cores on air on a good motherboard;
c) good boards are Asus CH6 / Asrock X370 Taichi / X370 Fatal1ty Pro. Gaming or their X470 counterparts, DDR4 3200 with Samsung are going up on these boards, CH6 and X370 Taichi / X370 Fatal1ty Pro. Gaming are working with DDR3600, like Threadripper 1950X on the old X399 boards;

AFAIK, the x370 pro uses CSD 87350 while the X470 pro uses IR3553, both rated 40A. The x370 might have slightly better mosfet heatsinks, those on the x470 pro are terrible. If you find one at similar price, the x470-f strix has IR3555 (60A) instead, and the heatsinks have quite a bit more mass than the X470 pro.

Beware that on these asus x470 the plastic I/O cover is terrible for air circulation, mostly on the strix. On the x470 pro it's easily removable, while on the strix the incorporated I/O shield might be left hanging a bit at the top after the other part is missing. This is because it's normally supported at the top by the plastic part to be removed, and screwed at the bottom in the board, so it doesn't pop and hold firmly into your case like a regular standalone I/O shield (as in the Pro).

I haven't been able to try it as I'm away from my ryzen build, but reportedly the latest bios versions with agesa 1.0.0.6 don't allow you anymore manual PBO controls. You'll have to use the Performance Enhancement presets, were the level 1 (150A limit) and 2 (all maxed out) will set scalar at 10X. The x470 Strix differs in that it also allows PE lvl 3 and 4 (like the Crosshair VII), were it'll will push all cores to max PBO speed on load via other tweaks. 3 and 4 depend on your luck with the cpu and top cooling, while most cpus will be happy with lvl 1 or 2 and a negative voltage offset.

Edit: Oh, both the X470 Pro and Strix suffer from a bios problem that will cause misc problems like black screens and fans stuck when concurrent monitoring programs are running, being Asus own programs very problematic, so avoid them. The x370 might suffer from it too. Unlike the VII, they never received the alternative WMI interface bios update workaround. Running something like hwinfo that takes these boards in account and will avoid polling the Asus EC sensor is safe. Please look at the x470 strix thread on the asus rog forum to check if there's also problems with software that you require to be running all the time due to a AIO water cooler.
