I think Stilt has a good point. There are very high requirements for cooling such a chip and if it's true AMD readies those 2 models we all want to know how all of that is going to work without something burning up. It's true it's targeted at enthusiasts and all, but still the requirements are there and it only takes one uninformed customer to burn something up and create a **** storm in some forum.

Many people won't care about TDP tho, they just want 5Ghz Vishera out of the box without doing a thing in BIOS, which is understandable. They would hit this TDP by manual OCing anyway, AMD just provides cherry picked parts that can function without errors (in linpack?occt?) if properly cooled.
