I am using Read only VIM/WIM image for boot OS , so I need to rebuild everytime I want to add software or driver.

Yeah, I don't really get it either... What am I missing? All I'm seeing is an nlited XP with very little RAM usage that you're loading in a RAM disk.

    Same CPU/MB/MEMORY @ DDR3-3300

    Normal Windows 7 Boot-in OK @ 1.78v
    Normal Windows XP Boot-in OK @ 1.76v
    Windows 7 PE (Win7SP1 Core) @ 1.76v
Windows XP PE (WinXP SP2 Core) @ 1.75v

Less loading , Low operating voltage for vdimm !!
