It's the interface between a wafer prober and the wafer itself.
The probe card connects to the wafer, so that the chips can be electrically tested. That's when working/non-working/half working chips are sorted out.
To clarify, the card is not simply some kind of "wafer socket", it's an electronic/mechanical device that connects to the dies with (literally) microscopical moving parts at nanometer scale.

I know, I was being deliberately provocative. That card is stolen property, and I don't see what's wrong with taking steps to get it back instead of letting someone profit on it, not considering the potential loss of intellectual property.

The image on the first page is of a probe card, using them is aof a work "Very hard"
This seems like a epoxy ring cantilever needle design, number of probes depends on how old the card is so does the width.
Intel has people called module engineers who use/repair these for IC testing. Now a days over current is an issue and protection is needed on top of the card, 1-1.1V with a 230-250W range. Contact resistance is measured before hand since these new IVB are a lot weak compared to say a P3 structurally. Parallel resistance is calculated from CR not to mention IR losses.

Guy's i'm sorry to point the obvious but these are definitely dismissed parts and w/o few million there no way to make something out of it.
U'll be missing the prober, the software/driver and the technical know how plus another big component: the undiced silicon array GL with that LOL!
So, unless u are the commissioner it can be an alternative way for wasting money..
but.. keep in mind that, as someone said, u'll have one hell nice drink coaster after all :P

Looks more like a loadboard for an ATE tester to me.
If it were a probe card the CPU wouldn't be packaged and mounted to it. Same principal though. Probe cards are for testing unpackaged die. Loadboard are for testing packaged semiconductors.
here's a octal site loadboard from my job w/ all the hardware on it to mount to a handler.
The intel one was probably used for test development, since it doesn't look like it's setup for running production testing on.
