Whatever it is, on the backside there's the older Intel logo, used before 2006. The substrate in the center is ceramic type of material, not used by Intel for many years (since the Pentium Pro?).
Tejas eng. sample? Looks quite large though.

The date looks to me like says 86 on the end, which can correlate this greyish-purple substrate they have put what seems to be small independent silicon chips on.
Definitely looks like some kind of debugging device like others have already mentioned however that does not look like a CPU, even at the time those silicon chips would be too small to house a complete design, unless it was a very old one which was shrunk. This leads me to believe that either is this some multi-core core test, or probably each of these small silicone chips is a variation of one design that Intel was testing.

Development started in Israel with EDIT:Pentium M, then Core, then Core 2 etc.

It looks to be a power on test device for high volume production.
It may have rotated for auto loading of whatever they were testing.
