P67 doesn't support PCI-E 3.0 even if you use an IB CPU.

If anything, this hack might only be useful for boards that can support PCI-E 3.0, however you won't have "true" PCI-E 3.0 until you use a IB CPU. Instead with this hack you will simply be forcing the packet routines for PCI-E 3.0 "on" through software, but it still won't be PCI-E 3.0 without a IB CPU. This will have to be looked into more, it would be interesting to find out for certain if the PCI-E 3.0 hardware intel have been touting with IB CPUs really is just a software switch that gets turned "on" when a IB CPU is detected. If that is the case, surely thats false advertising from intel and that is very illegal at least in the UK.
