GTX 690 noob question in regards to VRAM

So I've been reading a lot of reviews and such but none really talk about the true VRAM available on the GTX 690. I know it has 2gb per GPU on the card and it lists the card at 4gb, but is it really 2gb shared like two GTX 680s in SLI or is it a total of 4gb vram as suggested by specs? Cause 4gb available VRAM would make sense and kick ass but I just don't know, can someone enlighten me here?

It's only 2gb usable. Each GPU must have it's own dedicated memory.

So it's better to pick up two 4gb GTX 670s and SLI them vs GTX 690?
