I have a problem with my HD 6990 crossfire

Ok I have built many system and fixed many bugs. This one stumps me.
    I have a LGA 2011 Rampage Extreme 4 (liquid cooled(SB and Mosfet(CPU and GPU)
    - Intel Icore7 3960X - OC to 4.8 (48x100) @ 1.38V /9 11 9 27 cr2 -32gb 1.5v - It is stable on 36 hours of prime and 54 runs of Intelburn( that takes a freakn long time on 32gbs). (Had this same problem on my 1366) Anyone want to buy a used 1366 extreme 980x?(it runs cool, sweet spot is 43x before voltage bumps over 1.35V)?
PSU - Enermax Revo 1350W - Hooked up to a UPS 1500W limit - Total watts on max stress 1020W.
The system is clean install of Win 7 64
I have ran the 2x HD6990 to core clock1020/1344 memclock at passed on Kobustor Wavy Plane with score 37899 (pre and post the issues)

So the basic answers of PSU and any stability issues are not it.

The problem I have ran MSI Kobustor and I cannot get this to repeat on usable pattern. Ill have times where I run a test and the 4GPU will only run at 75 pct or 50 pct or 25pct during a stress test. Then Ill try it on the next time it will run at 100pct. I have tried to force modes of crossfire on Radeon Pro and nothing seems to change it. So is there any issue or solution that anyone is aware of to resolve this?!

Seriously I would pay cash for a fix/answer for this....
Again, running bench tests it will run 100pct on 4 GPU cores and then Ill will test it again (random event). All cores will stop at 75, 50, 41, 31 or 25(all four bars will be stopped exactly at that point)

    Have tired cat driver 11.12, 12.1to 12.4.

Try making a user crossfire application profile (AFR crossfire) for the .exe of Kombustor.

If that doesn't work, try renaming the .exe to your favorite crossfire-enabled game

    Aid64 / Probably something in Afterburner/Trixx

Core is monitored in Kumbustor and Furmarks the on screen display. ATM I am testing 11.12 beta Nov 18

    MSI Kombustor / 3d tests
Tessy spheres on Plane V2 ...test I cannot get over 41pct on the test.

Description: Tessy Spheres on Plane v3 (GL4)this Open GL4 test renders tessellated spheres on a tessellated plane with soft shadows. Requires a lot of tessellation processing power.
