Each chip is different. There is no way to accurately guess the max frequency unless you actually push it to that point. But if you are saying you only have 235 watts of cooling capacity then it would not take you very far. Those chips run hot...

Depends on how good or bad your 950 is, but I'd guess around 5.0 - 5.1GHz
Seems to me most bloomfields topped out around -75C to -85C and 5.5 - 5.7GHz

You may be able to check HWBot and sort by SS cooling.

My 975 tops out at 5ghz HT on 24/7 stable................but my SS holds 300w with ease. It is 3d benchable at 5.5ghz, but with HT off.
I think you will really struggle to hold any sort of decent clock if your SS is only tuned for a 235w load. The temps will go positive and just keep going higher until the SS crashes.

Mine got 5GHz for slight benching... but it got unstable with wprime 1024. I have it running under water now in the 24/7 system, and that one is damn hot. It coldbootbugs at -85 to -90°C and I have to warm up the cascade to get it booting again. but it can bench at -110°C. I had high hopes for it when I got it, but i'am a bit disappointed of its final "performance". I never got more than 5GHz half-stable, even under cascade. One cause for that may be the (bad) uncore part on this particular cpu.

So, like it's been told ya before, it strongly depends on the particular cpu u got.
