Ss unit by jin- when i start up main unit sometimes i hear jitter noise........

Hello phase.change people.....
when i start my compressor unit its around 22c sometimes i hear a noise like it JITTERS on start up for a second. it starts and runs, i do notice that my ktype plug meter thats always on thats pluged into the unit switches off when it starts up with a JITTER noise.
im running at -36c at the cpu
i hope someone has some clues....thanks guys
