How exactly are refresh rate and mouse-latency related?

I noticed immediately upon getting my 120 Hz LCD's that almost everything I play now has significantly snappier response on the mouse. Like the latency is cut to nil it's so great.

Just wondering the exact reason for this so I can explain it better to someone who thinks I'm imagining less latency because I see more frames.. but I'm convinced there's something in the way games work that means quicker mouse input at higher refresh rates.

Games poll for input at the beginning of a frame. More FPS = more polls for input. If you previously vsynced games to 60Hz, now your games will poll for input twice as often.

There are two more qualifiers: time for the monitor to process the image and pixel light up/darken time.
