Can someone's name say "banned" but not actually be

I ask because I just can't imagine NKrader being banned but it says he is. Just looking for some clarification, thanks.

NKRader is on a temporary ban. If their name has a strikethrough, they are banned. If their title says banned, it probably means they are but anybody who can customize their title can also do that (though I would discourage it in the same way I'd discourage someone saying they're a moderator or admin when they're not).
