mCubed miniNG Sensors and voltage

Hello,
Does anyone know if the t-balancer miniNG can run either of it's circuits at 100% (12v) in any mode with the attached temp sensors reading under 70c. I believe the manual states than if sensor on a circuit is reading below 70c it will only supply 60% voltage. The case fans that the miniNG would be running have a max target of about 1400 rpm @ 12v. 60% (850rpm) won't do me much good. Thank you for any help or information.
