Is a HR-03 not good enough for a 6950/6970, or something else is wrong?

6950 flashed to 6970 via 6970 bios, 880/1375, +20% power set in CCC overdrive

    18C ambient

    With default cooling fan, autospeed:
10 min furmark stress test stable, 64 celcius max

with hr03 and a custom VRM heatstink salvaged from an X1800:

    nearly 90 C after 3 minutes... idles at 31

My 5850 ran hotter on hr-03 than stock as well (hit 70ish?) , but not by this much

I don't think this is suppose to be happening:

I think you answered your own question, it wasn't even sufficient for a 5850, why would it be for a 6950?

I think the better question is...why did you remove the stock cooling for a solution that performs worse?

I choose a solution that performs worse because it's silent, and has lower idle temperature.

it was the 7v fan, i put it back to 12v and it's fine:

Now can someone recommend me the best 120mm+ fan that's the quietest?

and Does the VRM R4 fit the 6950?
What are some good VRM cooling solutions?

    Oh I understand then.

Yate Loon Med speeds are pretty quite, and Low speeds are even quieter I would assume.

There are no dedicated vrm's out on the market and it does not look like there will be. I would recommend the new 140mm thermalright fan for cooling. It comes with the shaman cooler and does a great job cooling. very quiet at full speed as well.

That's a big roundup of fans, will have to look into that for future reference. Although they are slightly older nowadays, I'm surprised the Akasa apache and Noctuas didn't get a peek. I use both and the Noctua NF-P12's are very good at their job with the akasa being a little louder, although both are quite expensive, you pay for what you get. More importantly, not only are they quiet, they have stayed that way for the past 2 years.
I ran the HR-03 on my 5770 for a while, but it didn't make a great deal of difference to load temps, and I found it was better suited to my 8600GT, plus I've had several issues when on the 5770 and have already RMA'd twice, maybe vrms suffered.
