6990+6970 or 6990+6990 is only 2-way. The problem seems to be with the bridge bandwidth limitations. He was testing 4-way in which card number 2 has to transfer itself+ the 3rd and 4th cards at the same time.

I haven't been able to find anyone else running 6970s in 4-way with 6.9m+ pixels.
