Cooler is a rotary single stage, a big sucker (nearly 80 pounds), built for holding -30+ @ 300w. When benching PI temps never really went above -45C, generally around -47 or so on a 32m. I dont bench CPU intensive benches at 1.61v, too risky to degrade this nice CPU.
Benching SS over water has 2 advantages
1) Temps are kept in check so I dont get instability from hi temps. I could move from 5.6 on 32m to 5.65.
2) I dont know if this is even true or possible but I like to use SS over water because I think a cold overvolted chip will last longer than a very hot overvolted chip.
I should also add that I had no issues with running the chip under cold. I just start in BIOS for a few mins while cooler drops to -50.
