Likely an early BIOS or a dead motherboard. DOA CPUs are very uncommon. I haven't heard of a single one lately, actually...

I vote for bios update, I needed to update my classified with a 45nm to get the 980x working.

Update BIOS and make sure all Power cables are plugged correctly into the motherboard.

Reset the ATX power cable and the CPU power cable, happened to me once.

try clearing CMOS for 5-10min, EVGA boards i've had in the past don't like cpu swaps without clearing the battery for a while, FF= Fully Functional...
If I forget to say it, Thank You

I had this when I took the whole socket locking assembly apart to insulate for subzero, and got FF straight away. Turns out I didn't tighten the 4 allen key bolts tight even and the CPU wasnt making a good connection with the socket pins. That was on my 760.

On my 762, taking the BIOS chip out, taking the CMOS battery out and a/c power out for 15mins helped made it come alive again

man it sucks to buy second hand stuff, i bought a used E760 on flebay almost retail price seller accepted no returns, the board would turn on and just sit on
FF, after informing the seller, he told me the board worked and that maybe
some of my hardware was incompatible.
after trying a i7 950 with 2 sets of ram and 2 psu with no luck, i was going
    to try a xeon cpu.
upon closer inspection i noticed 3 bent/discolored cpu pins.
thanx god i was able to resend the faulty board and get my money back.

you never know with some second hand stuff.
    good luck.
