Conclusion, cpu's produce hell more heatload to cooler than any graphic card at the moment, i7 980X overclocked to 4.5ghz will make that cooler to cry .

The problem is complex, and the most important factor is the quantity of heat generated per unit of surface, wich in case of bloomfield/gulftown is huge.

Indeed, gulftown produces high amount of heat per millimetre, think the reason this huge difference due GTX480 have bigger core area than Core i7 980X infact 980X core is tiny compared to GTX480 core, harder to dissapate the heat from small core than bigger one.

I think you can use the HR-03 mounting system to mount a TRUE onto a GPU. I wish I had a TRUE I could try it on, don't feel like buying one if I cant do it. I know I can mount my IFX-14 but thats too big and you can't plug it into the board anymore

Well, i mounted one of those Corsair A70 coolers to my GTX480, temps are about 5-8 degrees higer than with true copper, dont have that insane fan tough that pushes 300cfm air.
