memory x8
pcie 100mhz
Cpu clock drive 700mv
pcie clock drive 700mv
cpu clock skew

(No idea of what bolded does and if it should be changed.)
performance enhance standard

vdroop fix thing is disabled too.
Temperatures aren't exceeding 50 degrees celcius.
I can boot up at 4.0ghz but it won't be stable, even up to 1.4275vcore 1.35vtt.
Is my i5 hopeless, or is it just me being stupid?
Thanks guys!

I changed the clock drive of both to 1000mv and the 1.425vcore 1.31vtt and everything else normal. it seems to be stable at 4ghz, but I'm not sure if the voltages are safe. On water, the temps of the cpu don't go past 55 degrees Celsius.

Well, you are using a budget p55 board. I can run my i5 100% stable at 4.2ghz (20x210) on my DFI using 1.39vcore and 1.36V vtt. I've played crysis for hours, and my temps do not exceed 55C. I've been able to get 4.37ghz (217x20), but its only stable for a screen shot.

Drop cpu and pci-e drive back to 700/800 - you won't need more. Its the vtt increase that got you stability .

really? I'll try. Thanks for the help. Is twenty loops of linpack all that's needed for stability? I've heard that the budget p55 boards from gigabyte are awesome.
