Why is your VDroop compensation disabled? Shouldn't you enable it to get LLC-like effect?
CPU QPI Drive Strength .......: Auto
IOH QPI Drive Strength .......: Auto
If there is an option "Less" then it might help you (if I understand these settings correctly).
Also no need to overvolt CPU PLL IMO.
    PCI-E @ 101 might also help a tiny bit.

    4,4 was max for me..

To get highest.. well, I have C0 and needed 1.6V on CPU core. I can recommand only hardcore things.. get DICE/L2N or at least single-stage cooler (and some really good) one. Cause you dont get much higher with this.

Otherwise.. boost CPU vCore, VTT (i needed around 400-500mV). IOH core on 1.3 .. VCCA on 1.3 and 1.6. QPI PLL on 2V. Amplitude on 1V ofc. PCI-E on 101 can help a bit.

Another problem might be your memory. Except Microns and Elpidas (BBSE, Hyper) .. it usually limits BCLK (cause if you remember, we have IMC inside CPU). I had hard problems with my old ones memory (some crappy G.Skill with PCS or what, it was designed for 1600 CL9 and that was its max.. ).

And beta BIOS is worth try, just read my instructions first about getting around A1 bug.

There was one guy who reached 4,6GHz on air.. but with hard-mod. I guess that I could recommand you same.. mod it. But Ive reached 225 BCLK without it, so maybe its not totally necessary.. tough, for some 3DMark stability it probably is "must". Hope it helps.

Disabled vDroop is actually enabled.. if you disable that, your mobo will try to correct voltages to maintain certain level. I had better results with disabled than otherwise. Not sure what exactly it does.. its just trial n error system.
