EDIT: As for the light emitting from the dragon's shiny exoskeleton, I just made a duplicate later of the dragon and applied a huge amount of gaussian blur, then reduced the opacity to 30%. Due to the Dragon originally being in a different layer than the backround with the original light source, I opted for a second one on the original Dragon's layer.

I use GIMP, and there is a lighting effects tab with tons of sub tabs:

You can change alot of stuff, the type of light, color, "foggyness" about it, clarity of it, and you can apply a bump map on the layer too.

Hmm, I'm being completely honest here...it seems to "bake" the image a bit...I tried to make sure nothing hit complete white or topped out in exposure...
Also in the first image it seems the dragon is brighter than the light source.
It doesn't look horrible though.
