Yeah, it's fairly easy to understand no matter how you interpret it. Clearly when he said "the last two to post a picture are eliminated" is very distinct, and should not be understood as anyone who is left.

Not to flame here, but the rules have suddenly become cloudy and if you decide 1 way for 1 round, it should be the same every round. Otherwise you've created a contest where exclusion becomes the decider and rules are based on whim.
Contest should be very black and white: Simon says - post a picture. Everyone who did not post was eliminated. That was a given. Simon says - post a picture and the last two to post (a picture) are eliminated.
What you've done now is made a biased decision upon the last contestants. And that's not fair.
To avoid controversy and bad will, you should allow all to participate who posted a picture in the last round, and then clearly define the rules of elimination for the next round. Otherwise your contest has no merit and you might as well give the FC to whoever you like - thanks for participating.

Ian holds a round, says last two to post a pic are eliminated and there are 4 people left.

2 people post and the other two, knowing they are out, don't even post because they have figured the other two beat them to the punch.

Since the last 2 guys didn't post, that makes the first two people the last 2 to post a picture.

So there's nothing wrong with that scenario?

No one wins the contest and the round is over. 2 are out by excluding themselves and the other 2 are out because they were 'technically' the last two to post a picture.
