There is very little point in doing this, you might as well just stick the evaporator on the CPU like everyone else.
Someone once did this to help regulate the temps of the phase can't think why else you would do it.
Lowest operating temp of a TEC is about minus 50ºC phase is rather less.
IF you're thinking about sandwhiching a peltier between your CPU and a phase change cooler, don't. Your temps will not improve, only get worse. TECs aren't very efficient when you cool them that much, and the phase change is already several times more efficient then TECs anyway.
