I have a via aqua 1300, it's a good pump for the money. Might take a bit of modification, but mine didn't.

Stay away from the Rio's, Via Aqua 1300 is a killer pump for the money. Using one in this rig in my family room in the basement.
I paid like $17 for it close to 2 years ago shipped.
1.6a @ 2800mhz. Th7II and my first 1.6a. 6x6 heatercore in the front. Bay res, plenty of pressure, 1/2 lines.

What is too powerful?? The via 2600 is rated at about twice the gph of the 1300.
I think its rated at 740 gph at 0 head. 476 at 3'

The Rio's don't seem to have much head at all... The Via Aqua is a good pump for just one block, on a budget, but its poor head comes into play quickly. I doubt you'll get too much power, if you're looking at bargain pumps.
Gotta agree with Angry on this, my via did quite well with just my pro core and cpu block. I added my Maze4gpu and my CPU temps went up by about 7C at load.
Right now I'm looking at dual loops again.
