I recently volt modded my 9800 GTX. It seemed fine at about 1.3V but after about 3 hours it went up in flames.
I'm wondering if there is any chance of being able to repair it.

WOW!!! I'm thinking that one is beyond repair.
First, clean it up to give us a better view of the situation. As long as it looks like the card attended a barbecue, we won't be able to tell you much.
Just that much: Just because it looks bad, doesn't mean that a repair is impossible. The first problem that you'll have, most likely though, is where to get the replacement part(s).

The cooling was stock.(probably not such a great idea)
you were measuring the voltage at load correct?
Yes, in the few hours before it burned up the biggest load it ever had was the Vista Basic theme.
May not be impossible to fix, just little more challeging than normaly

That part is de facto the first thing to crap out on G92 board. I had one GT blow this way and I've seen several cards have died this way online.
Too bad fets of that form factor are a major pain to solder. In and out.
With only one soldering iron atleast.

Sounds like it was not vmod related. That exact part simply cannot be overvolted to death and in idle it cant choke on current either.
