1.375v seems very high for 3.8ghz, are you sure you need that much? It should be able to do it at less than 1.3v, would help your temps and stuff, though they aren't too high.

Just tried 190 bus speed (4.0GHz) with HT enabled at 1.36v, 10minutes with Lavalys Everest Stability Test = 81c and working just fine
Try Prime95 or Intel Burn Test and see what happens when you get all four cores under heavy load. Make sure in task manager that all 4 cores are being stressed. Your temps will undoubtedly skyrocket with the stock Intel cooler.
