Looks like a TIM change, its a gold square.
Maybe a blow torch will do the trick, the resistors are completely around the core.

What about just sanding the heck out of it for 4-6 hours like this Q6600 pictured below.. you could probably get by with this!

i cant recall who removed the first IHSs off of intel chips here but it involved sliding 4 razors in each corner to create some pressure to separate the IHS and PCB and just add heat source on top to heat up the core and it should just pop off

Why spend that much time sanding.. just use a mill and nick off a small quantity where you know there isn't a core and then measure the thickness of the IHS. Then use the mill and mill out nearly all the IHS and then sand off the remaining
