    Yes, it is a custom theme, but illidan is right, I'm using Ubuntu 8.10. All I did was make the taskbars transparent.

    its a program called rocket dock. Put any programs there to quick launch. Can also minimize programs to the dock as well. And they have many icons available to download as well
