up to 1,4v is ok voltage to 24/7 if temps ok
Do you mean 1.4 in BIOS or in Windows rapported by CPU-Z?
In the bios. The reported voltage will show lower due to vdrop.

The answer is simple. Intel state max vcore as 1.3625v, so that is your safe maximum. Anything more than that is not 'safe', simply because it is higher than the rated maximum, so knowing that what you set is up to you. people use higher, but the cpu's haven't been out that long so no-one knows how it will affect them in the long run.
