with the people having heat issues on the reference 4850's.. I'd say AMD was fine to have a lower limit on the OC. Unless you use a fan mod or something.. you might not want to OC any higher.. there would be uses to push that higher OC and not really do anything for the cooling..

The 8.8 drivers running great on my new foxconn a79a-s mother board using vista-64 home basic. I set new hight score for myself in 3dmark-06 16,226 and in the devil may cry4 bench marks .
