Sorry, I'm not Dave, but I'll answer anyway. Yep, it's the BSEL-mod. The pic shows BSEL0 being pulled down to ground (VSS), which should result in a default FSB of 200MHz. If you'd connect BSEL1 to ground, too, you should get 266MHz FSB.
You could even underclock the CPUs this way. 133Mhz FSB is also possible by just connecting BSEL1 to VSS.

BTW, Movieman's pic shows the view on the CPU when flipped over, so you are looking at the CPU pins. When you want to do the mod on the CPU socket, you'll have to keep in mind that you'll need to flip the pic to do the mod in the right location.
