Quite frankly, adding TECs may help a little, but not much. The maximum temperature differential in the water of your cooling loop should be about 1.5ºC , since it doesn't take very long to move all the water completely through a watercooling system.

I would just go with larger radiators, you can get quite close to ambient water temperatures that way.
